Earth does not constitute a system without external forces acting on it this is because there are so many gravitational forces acting on earth by sun , moon , meteors and the other planets as well. The most dominant of these is the gravitational force of sun. This is the reason that linear momentum of earth is not conserved. Earth revolves around the sun at almost constant velocity in magnitude but the direction of velocity keeps changing and hence the linear momentum of earth keeps changing
