Plasma ball is a clear glass ball contains mixture of noble gases (argon, xenon) inside it with high voltage electrode at the center. It also contains plasma filament which is extended from center to sphere. The color light is created by these filaments when electricity is provided.

On touching plasma ball electricity moves towards our hand since human body is conductive.

From Ohm's law     , hence current is inversely proportional to resistance or current chooses less resistance medium to pass. Human body is less resistance or more conductive than surrounding atmosphere hence electricity passes through human to ground.
