a) yes at highest point of trajectory, the Acceleration on object due to gravity is in downward direction and the net velocity vector is horizontal hence both are perpendicular to each other.

b) No, in prohectile motion its only possible when the object projected vertically up from the surface of earth which is not tge case given in the problem, hence its impossible to have direction of acceration and velocity parallel or anti parallel.
