No, according to the law of conservation of energy or by first law of thermodynamics we can say that energy of an isolated system is constant and is conserved with time. it also states that energy is neither created nor destroyed, instead it is only the conversion of one form of energy to another.so an isolated system cannot have a non conservative energy. since the heat and energy does not cross the system boundary so, its energy always remains the same.

yes we can say that  non-conservative energy only exist in unisolated system.
