Each photon carries some amount of energy and is proportional to the frequency.

As photon travels from water to air,light travels faster but the energy of photons remains the same.So its frequency is the same.

Moving faster with same frequency basically means photons travelling more distance with each oscillation which means its wavelength increases.

We can have an example that when light goes or comes out of water we see the object's colour same as original which also depicts that frequency does not change.
