1. Sun light is white and it is composition of VIBGYOR. When white light passes through atmosphere violet light is scattered more due to low wavelength and red is scattered less by molecules in atmosphere due to Rayleignt scattering law for intensity of scattered light . Now our eyes are not sensitive to violet coulur, hence sky appear blue (near to volet in band).
2. Bridge is exposed to air from top, bottom and its side and hence it losses heat from its all surface and freezes more quickly. On the other hand road losses heat from its one surface and hence freezes less quickly than bridge.
