That means if force is less then 80N then the cart will not move. Because static friction will be greater then applied force. But when force is 80N then it will exceed the value of kinetic friction, (which is the maximum value of static friction) and thus give rise to the motion to the crate.
So the friction acting on the crate is 80N.
