Doppler effect is produced by a moving source of waves and it is observed when these sources of waves are moving with respect to an observer. In Doppler effect, there is an apparent upward shift in frequency for observers towards whom the source is approaching and an apparent downward shift in frequency for from whom the source is receding. The Doppler effect could be observed in water with a flat front barge. The flat front would compress the wave as it moves forward. There would be no elastic waves, as water is not an elastic medium as it has no restoring force between the molecules.
