Solution:

The angular speed of any points on the disk are same. The tangential speed at any point is given by,

  

The tangential speed is directly proportional to the distance from the axis of rotation. The points which are away from the axis have greater tangential speed than points nearer to the axis.

Thus if the point P is far away from the centre than point Q it has greater tangential speed or if the point Q is far away from the centre than P then it has greater tangential speed. More the distance from the axis of rotation, greater the tangential speed.
