Equivalent dose measures damage to a human by different types of radiation for the same absorbed energy.  So we must use equivalent doses.  

Equiv Dose = rad’s * QF

for x-rays, QF=1

Equiv Dose = 5*1 = 5 rems.

for ions, QF=20(approx) --------> assuming the heavy ions

Equiv Dose = 1*20 = 20 rems.

so,1 rad of ions are more dangerous as equivalent dose is high.
