a)With respect to Sun reference frame :
The rotational speed of surface of earth is 3000 mi/ 3hrs =1000 mi/hr

b) We know for one rotation it takes 24 hrs.
So, The circumference of earth is (1000 mi/hr)*24= 24000 miles

c.) Here the circumference =2*pi*radius
So, The radius of earth is = 24000 miles/(2*pi)= 3822 miles
