No. of proton = 44

No. of electron = 56

Net charge will be

Q = Np*Qp + Ne*Qe

Q = 44*1.6*10^-19 + 56*(-1.6*10^-19)

Q = -19.2*10^-19 C

Also total charge is negative.

Magnitude of electrostatic force is given by:

|F| = k|q1|*|q2|/r^2

In case 1

r = 1 m

|F| = k*|q|*|5q|/1^2

|F| = k*5*q^2

In case 2

r = 1 m

|F| = k*|q|*|-5q|/1^2

we know that

|-5q| = 5q

|F| = k*5*q^2

So Force will be equal in both cases.
