Mass of the satellite is negligiable in comparison to the mass of the Earth, so the Earth is assumed fixed to its position that means the Earth is not accelerating (if we ignore other forces in the solar system). The Earth can be assumed as an inertial frame from which Newtons second law can be applied to the satellite.
