Serious bicyclists say that if you reduce the weight of a bike, it is more effective to reduce the weight of the wheels than the frame. Explain.

Two masses are connected by a rope over a pulley. The pulley has mass. Explain why the tension in the rope must be different on both sides of the pulley, even if the acceleration of both masses is the same. (please ans in thoeritical point of view not in diagram point of view pls)
