The Big Bang theory predicts that the early universe was a hot and dense place and soon it expand and becomes cool. Microwave background is remnant heat of that time. Big bang predict this radiation should have specific temperature.Fluctuation are due to uncertainity principle. Hence option b and d are testable prediction of Big Bang. Option a is also testable prediction since maximum part was hydrogen initially and it was chages to helium.
