We know that, the mangetic field exerts a magnetic force on a charge particle. The magnitude of this force is given by:

F(mag) = q v B sin(theta)

where, q is the magnitude of charge, v is that of its velocity ; B is the magnetic field intensity and theta is the angle between B and v vector.

When the charge moves parallel to b field, theta = 0 and hence magnetic force is also zero.

F = q v B sin(0) = 0

The magnetic field exerts no force on satationary charge.
