No, I do not agree with this advice.

My reasons are following:

(1)Giving handouts at the beginning of speech to audiences can arise distractions in the mind of audience.

(2)They may not understand the context or theme of the handout prior to presentation or speech.

(3) This can arise confusions in their mind.

(4) Basically, handouts give your audience something to take away from your presentation, to review later.

(5) So, it is generally to your advantage to distribute handouts at the end of your presentation.
