The Navier -Stoke's equation is a special case of the conservation of momentum.

The limitations are:

In density driven convection flow , when the water density varies with temperature.

Non Newtonian fluids which are charectized by non constant viscosity coefficients

When the fluid flow is not continuous and when there is Turbulence, this navier Stoke's equation is not valid.
