When light of sufficient small wavelength falls on the surface of electrode C ( which is connected to negative polarity of battery ) then electrons starts  emiting from this electrode due to photoelectric effect . Now due to battery an external electric  field creates in between the electrodes and electrons reach on other electrode which cause flow of current in photocell. So polarization of electrodes occurs by the help of photoelectric effect.
