Bottle is open from one end and closed from another, whenever it is hit or blown, standing air waves are generated, but only in the free space . The space occupied with the water is excluded. So, as the water level increases, the length of wave is decreased, which means the wavelength is decreased. So, frequency is increased.

Also, frequency f= C / V^1/2; where C= constant, V= volume of bottle. So, with water level increasing, V^1/2 decreases. So, f increases.
