1) check this question again... external vs external force ??? I didn't get that..

2)  Moment arm is the perpendicular distance from the axis to the line of action of force and the lever arm is the length of the line that connects the axis to the point of action of force.

3) static equilibrium is basically balance of all the forces. If there is at least one unbalance force then static equilibrium will no longer persists.

Factors can be location of center of gravity, base area of the object. Any unwanted torque on an object.
