Heat pumps used outer atmospheric heat to heat our home but when the outer temperature is less than 32 degree fahrenheit then the value or the heat from outside cannot be collected by the pump therefore it doesn't work properly.
same reason is for refrigerators because they used for outer ears and the efficiency of the refrigerator will be come very low if the temperature of outside is very very low then we can say that on the basis of outer temperature the efficiency of the pump or refrigerator will decrease and it will not work well.
