Yes , the ball has passed it's highest point because i component gives the horizontal velocity of ball whereas j component gives vertical component of ball.

At highest point vertical component will be zero .. as vertical component is negative means the ball is falling which implies the ball has already passed through its highest point and on its way down ..

Also Negative vertical component that is -3j means that ball has passed it's maximum height and is now falling towards the ground.. Therefore , the answer is yes..
