a) When light interacts with molecules in a gas, liquid, or solid, the vast majority of the photons are dispersed or scattered at the same energy as the incident photons. This is described as elastic scattering, or Rayleigh scattering.
B) Raman spectra result from scattering of light by vibrating molecules whereas IR spectra result from light absorption by vibrating molecules. Raman activity results from change of polarizability of a molecule whereas IR activity results from changing dipole moment.. Raman technique is non-destructive.
