Yes two capacitors are connected in series to get higher working voltage.Suppose we have two identical capacitors of voltage rating 110V then when we connected them in series then voltage rating imcrese to 220V now we can operate this combination with 220V working voltage.

While if two identical caoacitors are connected in parallel then working voltage remains same.for eg-if two 110V capacitors are connected in parallel then working voltage remains same 110V for each capacitor.

so given statement is true.
