In case of underwater the image is formed behind the retina generally for this case we need to increase the the refractive index of the eye. This can be understood by the concept of optically rarer and denser media. In case of transmission from an optically rarer to much denser media the light bends more towards the normal as compared to the case of a transmission from optically rarer to less denser media.
Due to this change the rays will bend more and the image will be formed on the retina.
