How could i change a city temperature?

Our teacher wants us to think about some fictional engineering solutions to cold off a whole city. It cannot break any physic law and it got to make sense.

I was thinking about building a giant dome made up of a material that could absorb some radiation from the sun, so the place that is under it isn't very hot.

Besides i would like to take advantage of the radiation absorbed and convert it into other forms of energy.

Is it a good idea? What details should i take into account to present my idea?

Yeah this could fairly be a good idea but you should also keep in mind the green house effect of various gases trapped inside the dome you build this can increase the temperature by trapping the heat reflected from the city surface, so their should be a provision for proper ventillation and if not there must be sufficient number of trees inside the dome to utilize green house gas basically Carbon dioxide, also to utilize the solar radiation you can use solar panels on your dome to convert the heat energy of radiations into electrical energy so to present your idea you should have certain calculations like, amount of heat radiation incident and the amount of which your dome can absorb and then proportional drop in temperature due to this taking into account the greenhouse effect, and energy conversion.
