Absolute pressure =Atmospheric pressure + gauge pressure

At sea level :  

Absolute pressure = 14.696 + 20 = 34.696 psi

At new location :

Atmospheric pressure = 13 psi

Guage pressure = Absolute pressure - atmospheric pressure

Gauge Pressure = 34.696 - 13 = 21.696 psi.
