IR is Infrared Radiation , which is a lower energy radiation. This radiation when interacts with the molecules , it does not cause the breakage of chemical bonds in between the atoms or excite any electrons , but will cause the vibration of the chemical bonds within the molecule.
Molecules such as CO2 when absorbs the infrared radiation , it vibrates. It then emits an infrared photon to release the extra energy and hence stops vibrating and becomes stable again.
