If i want to mix Diesel and water and butanol, can i use tween 80 for emulsifier and make one phase liquid?

I am willing to buy tween 80(viscous liquid) from the Sigma-aldrich.

Will this liquid do the work, making one-phase liquid?

Tween-80–n-butanol–diesel–water microemulsions show clouding phenomenon at high temperature and three-phase separation could be achieved at a temperature as high as 93C. These microemulsions are thermally more stable than those formed using hexane and kerosene. The amount of n-butanol controls the microheterogeneity of the microemulsions; the percentage clear region decreases and that of turbid zone increases with the decrease in the n-butanol content.
