Matter (mass) cannot be created and cannot be destroyed. It can only be converted form one form to another form.

Whenevr we define something as waste and throw in our world (or earth). it starts to degrade slowly.A waste(a form of matter) will basically be decopmosed into primary molecules or atoms (another form of matter) and mostly sun serves as an energy supplier to this process.

So it can be said that world is not filled with waste matter as in long run every waste matter will be decomposed to different form of matter.
