To move any matter you need to provide it with some energy. Same is the case with fluid flow. For any fluid to move from one place to other, some energy should be provided. In case of fluid flow this energy is provided by using a pressure gradient.

For providing pressure gradient we use pumps. Pumps pushes the fluid to give it some energy which helps in the flow. To push the fluid pump requires energy which is given in the form of electricity. So the flow rate of fluid is directly proportional to the power which pump draws.
