An ocean carrier would choose to fly the flag of convinience to often reduce operating cost or to stay away from the regulations of the carrier's possesor's country. They do so also to utilize opportunities of lesser regulations, lesser fees and likewise.

DISADVANTAGES

  • Makes it very inconvinient to take any legal action against carrier owners which have illegal activities, bad work conditions, found polluting the water body, found fishing illegally.
  • Since the details of the real ownership is incorrect, it becomes easy for these ships/ carriers to involve and become a threat of TERRORISM to any country.

EXAMPLE : A Central American country, closed its open registry as it was causing a lot of illegal trafficing of many things and it was giving it a bad name.
