Federal government has the upper hand from all of the government type in constitution. US constitution had given authority to Federal government to have many power in many areas but they do have restrictions and unlimited power can bring danger with them also. Federal government comes under direct influence of the Congress and Congress is the most powerful branch in US.

But when it comes to impact the quality of life for the citizen of US state government does it in most way, since the state government is entrusted to protection of welfare, safety and health of their respective citizens and not the federal government. State make sure the safeguarding of rights and wellbeing of their citizens through its rights and rules in US. Every state have their different rights and statutes to protect their people in efficient manner.
