1. The Pendleton Act in 1883 is a United States Federal Law is the act that stated that any position in the federal government needs to be awarded based on merit of the individuals and not on any political affiliation. The United States Civil Service commission was established as part of this act and the objective of the commission is to maintain the regulations of the law and determine the rules and regulations as well.

The civil service reform act in 1978 which was formulated after the watergate scandal that took place and this act abolished the United States Civil Service commission and the primary function of this organization was distributed and segregated between three bodies namely, Office of Personnel Management (OPM), the Merit Systems Protection Board (MSPB), and the Federal Labor Relations Authority (FLRA).
