Merit based civi service can be achieved through providing career guidance to the students of US during early graduation stage and identify the right talents within universities school level it should be given opportunities for students to get exposed to different culture and ethnic diversity and also importance of political And economic values. An individual become politically responsible only if he person understand the diversity of nation , economic background of nation and how to manage political and bureocrabure people together. The diversitu needs to be addressed and generic skills of people management, conflict management, decision with rational , strategy management should be their in the curriculum. Thus a holistic education, training and development can only groom and nurture a good civil servant
