This statement, in essence, means that the solution to any problem is not going to be any better compared to the diagnosis that was performed to identify and understand the problem in the first place. What that means is that a solution is only as effective as the diagnosis. If the problem is unknown in quantity and magnitude, the solution would not be as reasonable or as reliable as it could've been if the proper diagnosis was performed. With a proper diagnosis is placed, even the least useful solutions are better than the solutions created for a diagnosis that does not identify with the problem.
