I would tell the CEO that even much smaller organisations can have it's benefits of having a project office and an oversight. I will recommend the CEO to start implementing project management processes and follow the best practices thattare outlined by the project management institute. It can take several years to progress through the stages of maturity model, but immediate improvements will be seen in the organisation. Meanwhile , the CEO can form an oversight group instead of a project office to involve upper management while selecting project and make sure that the selected projects support the organisation's strategy.
