Yes, I believe that a comprehensive learning startegy actually is a better option which will build a company culture that will promote learning to a great extent. The objective of comprehensive learning strategy is to have a focus on learning by individuals or employees and the organization as well, collectively this will create a sense and concept of learning and with time this method of learning will be incorporated by the organization in their stricture and culture, which will help the organization foster an environment of learning and development among all the stakeholders as well.
