You do not have to be his patient, and no questions are asked as long as you hand over $10 for the prescription. Repeated denunciations to the State Board of Medical Examiners have done little good. Dr. Cannabis is a member of the board of directors of the hospital, and his group practice is a major supplier of patients to the hospital.

                What should be done? If so many know that Dr. Cannabis is pushing drugs, who has failed in his obligation to report it? If medical authorities will not cooperate, is there an obligation to go to the police and the district attorney?

Answer: In this case a collective application should be made against Dr Cannabis so that the relevant authorities can be forced take an action against him. Dr Cannabis is a criminal and a case should be taken up against him and an investigation needs to be initiated. In this case all the residents of the town who know about this issue have failed in their obligation to report it. It is the duty of every citizen to bring such crime into light. If this act has been committed on such a large scale then even the hospital and civil authorities have also failed in taking care of this. Yes drug pushing is a criminal offence and even if the hospital authorities do not co operate there exist an obligation to reach out to the police and the district attorney.
