Why do you think every state should decide their own budget in the MCO? Is there any outside factors that affect this?

I strongly feel that each state should decide and take responsibility of their own budget for the following reasons:
•   Each state has different requirements and each requirement needs a different capital and hence budget should be decided as per the state requirements.
•   Each state has different goals and expectations and that can only be iterated by the state and hence state should decide their budget
•   The political export conditions vary from state to state which requires a different budget.

Yes some of the outside factors that affect this are the legal conditions and political conditions that affect the taxation and export conditions, also competitor base and reputation in the market plays a major role.
