No, I do not believe a public sector organization can work without following an ethical part and this lies in the implication of the assumption of a public sector organization. While the basic need for any business is profit, a public sector organization works on the principle of providing the citizens with the required services even at the cost of being a loss. Most private sector organizations are based on the principles which provide the benefit to the population, if they follow an unethical principle or path, their entire system would be flawed.
