Yes, and I support such a system.

We have to think about the practicality and objectivity of such a decision by the government. A selection process, no matter the level of implementation should always be collective, representable in the terms of data and statistics as well as fair and impartial. Without a proper identification, we cannot say who it is that represents those opinions or point of view. We do not know that the person represents the views that are beneficial to the cause. We cannot even say for sure if the person is a member of the state or country for that matter. Thereof, a voter identification is necessary for most cases, since it can easily allow us to keep track of the process as well as provide a fair point of interaction with the system in general.
