We have people (ie Koch brothers, average Americans) and groups (ie American Medical Association, Labor Unions) who "influence" the policymaking process. Who are they trying to influence? Who are the recipients of the efforts to influence?
The people who try to influence the policy making are trying to influence the government and the team representing the government who is responsible in making policies. They try to get the policies favourable to them and their group. The recipients of their efforts are the people who are responsible for giving advise to the government regarding the policies and the importance of those policies. They are effected by their influence and often are confused what to follow .
