The purpose of the not for profit governmental agencies is not to make but pure public service. Hence they are not accountable for making profits from the funds they receive. But on the other hand the, for profit governmental agencies are accountable for making profits from the funds they receive. Similarly in program evaluation, the not for profit agencies are not evaluated in terms of their profit making effectiveness and efficiencies. The policies and programs of the not for profit organizations is not same as for the profit governmental organizations .Hence the program evaluation may also differ.
