In many organizations, it is the culture which determines whether the organization and its employees are acting ethically or unethically. Culture is just how people work and interact within the organization. If the culture of the organization is to get things done in any way possible, the acting unethically may also be accepted. For such a work culture, the ends matter and not the means. wherease in some work culture the means also matter. Many organizations will just be compliant with the law but take unethical actions wherever it is possible. What is different in all the scenarios is the acceptability of these actions which is based on the culutre prevalent in these organizations.
