1. Sometimes other branches of government might have apprehensions in implementation of rules enforced by the administrative agencies and hence they might not follow them or lobby based on their reservations.

2. Hinderance might be created in terms of lack of support from these branches of government to the administrative agencies which makes the decisions ineffective and cannot be imposed as well.

3. Due to various political forces involved, the enforcement might be withdrawn and these government branches might distort the decisions in their favor and use political forces to do that.
