Isn't it okay to walk and talk? That might reduce some of the stress that existed at that moment. Walking and talking might give Whitney a chance to leave the building versus getting violent? How much time should the supervisor take to let things cool off before taking action? Will the supervisor seem weak if he waits too long?

The supervisor should always think wisely and decide accordingly. Taking a hefty decision is always a bad thing. As far as anything can be controlled by mere giving some advise or talk, there should be no action required but when it is required to take action, the supervisor or any manager should take action and act wisely.

No, if somebody is taking too much time but only because it is required to take some time in order to have clarity and then take action then it is a wise decision and supervisor should not labelled as weak in such scenario
