Should DoD contracting officers meet with industry officials before and during the negotiation process in a one-on-one environment? Why or why not, and under what circumstances?
Inorder to negotiate in a one on one environment the officers need to have basic knowledge on the subject they needs to negotiate on and the best solution they can derive from the negotiation. So they need to meet with the officials of the industry to get their consent to negotiate on the subject and their opinion on the subject so that they can come to a better conclusion. When the topic of negotiation is related to some crime or illegal activities or some quarrel between employees etc., officers definately need to meet with the industry officials because what happens in the industry is their responsibility and they would know better of the situation..
