In your own words, in four sentences or less, discuss the characterization of bureaucracy as a “substitute for leadership.”

Whether we accept or not, bureaucracy is something which exists everywhere in some or other way, which is required as well. As, it is a very important part of the administration, and can be characterized by a hierarchy of authority, a division of duties, guidelines of operation and documentation of actions performed. It has the ability to manage a large organization, but I firmly believe that it can’t be a “substitute for leadership” as the bureaucracy doesn’t possess the vision and skills which comes with the leadership, and which is something every organization needs to sustain and grow.
